Technical article: Policy consulting and public affairs – understanding the practice. (2026)
Part 4: Technical depth beats political routine.
This article analyzes why political experience remains important in modern public affairs, but is no longer sufficient. In complex policy areas such as taxation, finance, economics, and real estate, technical depth determines whether positions are heard, examined, and taken seriously. Political routine provides orientation — technical substance creates impact.
The central thesis is that politics and administration do not expect proximity, but rather reliable expertise. Ministries examine proposals for legal feasibility, fiscal sustainability, administrative consequences, and systemic consistency. Those who fail to convince on a technical level are listened to politely — but not seriously involved. The article also shows that modern policy consulting must be interdisciplinary: legal precision, economic impact analysis, political science process understanding, and communicative translation together form the basis for compatible and implementable positions.
At the same time, it becomes clear that technical expertise does not replace political experience, but rather complements it. Effective public affairs only arise where depth of content and political acumen are systematically interlinked.
This article is part 4 of a ten-part series entitled “Policy consulting and public affairs – understanding the practice.” The following section takes a closer look at how concrete political strategies are developed on the basis of sound analysis and technical expertise.
